Public Notice
On February 19, 2010, Barnwell Community Radio filed an application with the Federal Communications Commission, Washington, D.C. seeking a construction permit for a noncommercial FM station on channel 256 at Barnwell, South Carolina.  The station will operate with an ERP of  25,000 watts, an antenna HAAT of 99 meters and utilize a tower located at coordinates 33-24-55 North and 81-18-10 West.  The principal in the applicant is Donald Hadden.  A copy of the application and related materials are on file for public inspection during normal business hours at Barnwell County Public Library, 40 Burr Street, Barnwell, SC.

DHEC has received a new permit application for mixed (hazardous and radioactive) wastes activities at Barnwell RCRA Processing Facility.  The permit application has been deemed complete and a draft hazardous waste permit and radioactive material license have been written by DHEC to regulate these activities.  The draft permit and license have been written to comply with the South Carolina Hazardous Waste Management Regulations and the Resource Conservation and Recovery Act, as amended by the Hazardous and Solid Waste Amendments and the South Carolina Radioactive Materials Regulation 61-63 (Title A). 
The draft permit contains conditions for the following:
• Treatment and storage of hazardous waste;
• Identification of solid waste management units (SWMUs) and areas of concern (AOCs) at the facility and corrective action for those units, if needed;
• Waste minimization, land disposal restrictions, and some air emission requirements.
The draft license contains conditions for the following:
Possession and management of radioactive materials to include receipt, storage, consolidation, decontamination, repackaging, processing, and treatment.
The permit and license applications and draft permit and draft license are open for public comment from April 5, 2010 to May 19, 2010.  DHEC encourages all interested persons to participate in this permitting process.
DHEC is holding an informal public meeting to discuss the draft permit and license with interested citizens.  The public meeting will begin at 6:30 p.m. on Thursday, April 29, 2010, at the South Carolina Advanced Technology Park, located at 1321 Technology Drive, Snelling, SC.  Directions may be obtained by calling Stephen Crowell at (803) 896-4183.  At this meeting, DHEC staff will:
• Give a brief overview of the draft permit and draft license; and
• Hear concerns and answer questions from all interested persons.
Individuals with disabilities who wish to participate in the meeting or review the proceedings should contact Kim Clyburn at (803) 896-4240 at least one week prior to the meeting to discuss any special aids or services needed.
Written comments or requests for a formal public hearing must be submitted no later than May 19, 2010 and will be accepted at the public meeting.  Comments may also be submitted to the attention of Richard Haynes at:

Action Memorandum and Responsiveness Summary Issued for the
Removal Site Evaluation Report/Engineering Evaluation/Cost Analysis (RSER/ EE/CA)
for Gunsite 012 Operable Unit (OU) (NBN)
The U. S. Department of Energy (DOE) has selected the preferred alternative for a non-time critical removal action at Gunsite 012 OU (NBN). A thirty (30) day public comment period was held February 8, 2010, to March 10, 2010, for public review of the RSER/EE/CA that describes the alternative. No comments were received during the public comment period.
The Gunsite 012 OU is a 22 acre area located within the Savannah River Site approximately 0.4 km (0.25 mi) east of the Pond B Dam Road, the nearest paved road. The Gunsite 012 OU has three units listed on the Federal Facility Agreement: the Gunsite 012 Rubble Pile (NBN), the Rubble Pile Across from Gunsite 012 (NBN), and the ECODS G-3 (Adjacent to Gunsite 012) (NBN). The Gunsite 012 Rubble Pile is divided into two subunits, the Building Pad subunit and the Parking Area subunit.
The scope of this removal action addresses asbestos-containing asphalt floor tile piles located in a common area of soil of approximately 29 m2 (308 ft2) within the Building Pad subunit of Gunsite 012 Rubble Pile. The DOE has selected Alternative 2, excavation and removal, as the preferred action. This removal action will reduce the potential for release of asbestos within the floor tiles due to its ability to become friable from the effects of weathering.
This alternative meets the removal action objectives and will not preclude any additional remediation of Gunsite 012 Rubble Pile or Gunsite 012 OU. The selection of the alternative is documented in the Action Memorandum and Responsiveness Summary. DOE has worked with the South Carolina Department of Health and Environmental Control and the U.S. Environmental Protection Agency to ensure the removal action is consistent with all applicable requirements.

The Republican and Democratic political parties will hold primary elections on Tuesday, June 8, 2010.  Required runoffs will be held Tuesday, June 22.  Any person wishing to register to vote in the primary and runoff elections must do so no later than Saturday, May 8.
At 9:00 a.m. on election day the County Election Commission will begin its examination of the absentee ballot return envelopes at The Agricultural Building, 34 Pechman Street, Barnwell, SC.  On Thursday, June 10 at 10:00 a.m. the County Board of Canvassers will hold a hearing to determine the validity of all provisional ballots cast in this election.  This hearing will be held at 34 Pechman Street, Barnwell, SC.
