ACTION MEMORANDUM AND
RESPONSIVENESS SUMMARY
ISSUED FOR THE
EARLY CONSTRUCTION AND OPERATIONAL DISPOSAL SITES (ECODS)
B3 AND B5 OPERABLE UNIT (OU)
The U. S. Department of Energy (DOE) has selected the preferred alternative for the non-time critical removal action at the Early Construction and Operational Disposal Sites (ECODS) B3 and B5 Operable Unit (OU). A 30-day public comment period was held for the Revision.1 Removal Site Evaluation Report/Engineering Evaluation/Cost Analysis (RSER/EE/CA) from March 16, 2010, to April 14, 2010. Three comments received during the public comment period have been addressed in the Responsiveness Summary.
DOE has selected Alternative 2 (Removal and Offsite Disposal) as the preferred alternative. Alternative 2 includes the excavation of construction waste and impacted soil and disposal at a Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) Off-Site Rule approved landfill. The scope of the removal action involves approximately 6,600 cubic yards of waste and impacted soil, which is expected to be non-hazardous. The purpose of the proposed removal action is to prevent human exposure to contaminants present in surface soils that present a risk to future residents or industrial workers and to prevent human exposure to potential friable asbestos buried in subsurface soils.
The ECODS B3 and B5 are shallow, elongated trenches used between 1951 and 1955 as land disposal pits to dispose of waste material associated with the construction of the Savannah River Site (SRS). The ECODS B-3 and B-5 OU, located in the northwestern portion of the SRS, is approximately 0.3 acres in size.
The selection of the preferred alternative is documented in the Action Memorandum. DOE has worked with the South Carolina Department of Health and Environmental Control and the United States Environmental Protection Agency to ensure the removal action is consistent with all applicable environmental requirements.
