_____________________________ ACTION MEMORANDUM AND RESPONSIVENESS SUMMARY ISSUED FOR THE SMALL ARMS TRAINING AREA (SATA)
The Department of Energy (DOE) has selected the preferred alternative for the non-time critical removal action of spent lead bullets and lead-impacted soil at the Small Arms Training Area (SATA). A 30-day public comment period was held for the Revision.1 Removal Site Evaluation Report/Engineering Evaluation/Cost Analysis from June 10, 2010 to July 10, 2010. 
DOE has determined that Alternative 2, Removal and Offsite Disposal, has been selected as the preferred alternative.  Alternative 2 includes the excavation of spent lead bullets and lead-impacted soil and disposal at a Resource Conservation and Recovery Act permitted facility that is also a Comprehensive Environmental Response, Compensation and Liability Act Off-Site Rule approved landfill.  The scope of the removal action involves approximately 11,750 cubic yards of spent bullets and lead- impacted soil.  The purpose of the selected removal action is to protect human health by preventing human exposure to lead present in soils presenting a risk to future residents or industrial workers. 
The SATA is located in the northwestern portion of the Savannah River Site and comprises approximately 2,150 acres in size.  Approximately 7.3 acres at SATA has been used as a small weapons practice and qualifying range since 1951.
The selection of the preferred alternative is documented in the Action Memorandum.  DOE has worked with the South Carolina Department of Health and Environmental Control and the U.S. Environmental Protection Agency to ensure that the removal action is consistent with all applicable environmental requirements.
