Statement of Basis/Proposed Plan Available
for D Area Operable Unit at the Savannah River Site
The United States Department of Energy (DOE) will release a Statement of Basis/Proposed Plan on July 26, 2010, describing the proposed remedial approach for the D Area Operable Unit at the Savannah River Site (SRS). The South Carolina Department of Health and Environmental Control (SCDHEC) will also release a draft Resource Conservation and Recovery Act (RCRA) permit modification for the proposed remedial action for this unit. These documents will be available for public review and copying at the locations listed below. The public comment period is scheduled for July 26, 2010, to September 8, 2010.
The Statement of Basis/Proposed Plan was completed to meet the terms of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), a law governing the investigation and cleanup of waste units. The Statement of Basis/Proposed Plan and draft RCRA permit modification also meet the terms of RCRA.
DOE has worked with the United States Environmental Protection Agency-Region 4 (EPA) and the SCDHEC to ensure the remedial approach is consistent with all applicable environmental requirements. DOE, EPA, and SCDHEC have reviewed the risks associated with the D Area Operable Unit and have evaluated cleanup alternatives. The final action of Land Use Controls is recommended.
D Area is located in the southwest quadrant of the Savannah River Site, approximately 914 meters (3,000 feet) east of the nearest Site boundary, the Savannah River. The D Area Operable Unit is approximately 85 hectares (210 acres) and is composed of surface units and source areas in D Area that are potentially responsible for contaminating groundwater.
Seven subunits comprise the D Area Operable Unit. Three of these subunits (Bubble Tower Subunit, Moderator Processing Subunit and the Powerhouse Subunit) are currently being addressed by removal actions to achieve final cleanup goals. The other four subunits that will be addressed by the final action are the miscellaneous units, the D Area Inactive Process Sewer Lines, electrical transformers, and miscellaneous buildings. The Statement of Basis/Proposed Plan proposes the preferred remedy for any residual hazardous substances that remain at the D Area Operable Unit after completion of the removal actions.
Comments on the Statement of Basis/Proposed Plan and the draft RCRA permit are requested by September 8, 2010. Upon completion of the public comment period, a Responsiveness Summary that addresses public comments will be prepared. The Responsiveness Summary will be made available with the Record of Decision and the final RCRA permit modification and will be sent to each person who submits comments.
