L-1, N-2, P-2, and R-1A, -1B, -1C Operable Unit (OU)
at Savannah River Site
The Record of Decision (ROD) for the Early Construction and Operational Disposal Sites (ECODS) L-1, N-2, P-2, and R-1A, -1B, -1C Operable Unit (OU) is being issued by the United States Department of Energy (DOE), the lead agency for the Savannah River Site (SRS), with concurrence by the United States Environmental Protection Agency – Region 4 (EPA), and the South Carolina Department of Health and Environmental Control (SCDHEC). The ECODS L-1, N-2, P-2, and R-1A, -1B, -1C OU ROD selected Institutional Controls (ICs) as the remedy for the OU. This alternative is protective of human health and the environment and is intended to be the final action for the ECODS L-1, N-2, P-2, and R-1A, -1B, -1C OU.
The ROD was completed to meet the terms of the Comprehensive Environmental Response, Compensation, and Liability Act, a law governing the investigation and cleanup of waste units. The DOE has worked with EPA and SCDHEC to ensure that the remedial approach is consistent with all applicable environmental requirements.
The ECODS were typically used as burial pits for debris from the construction of SRS facilities in various areas and usually included burning of the debris. ECODS L-1 is located in the southern portion of the SRS immediately east of L Area and was used from November 1953 to June 1954. ECODS L-1 consists of two trenches, and each trench is approximately 60 ft wide by 150 ft long. ECODS N-2 is located in the central portion of the SRS near the southwestern edge of the N Area. ECODS N-2 is a single trench used from January 1953 to May 1955 and is approximately 525 ft. long and 150 ft. wide. ECODS P-2 is located in the southeastern portion of the SRS, immediately south of P Area. ECODS P-2 is a single trench used from approximately January 1953 to May 1955 and is 165 ft. long and 50 ft. wide. ECODS R-1A, R-1B, R-1C are located in the southeastern portion of the SRS and immediately northeast of R Area. ECODS R-1A, R-1B, R-1C consist of three trenches used from approximately September 1951 to August 1952. The trenches are within an area that is approximately 400 ft. wide by 200 ft. long.
The selected remedial action, ICs, is documented in the ROD. The ROD includes a Responsiveness Summary that addresses public comments.
ICs will be implemented to prevent land disturbance activities and to prevent exposure to the subsurface soils that may contain friable asbestos. Controls will consist of signage and access controls via the Site Use/Site Clearance Program.

NOTICE OF PENDENCY OF ACTION
NOTICE IS HEREBY GIVEN that an action has been commenced and is now pending in this Court upon Complaint of the above-named Plaintiff against the above-named Defendant(s) for the foreclosure of a certain mortgage of real estate given by Julia Michelle Moten to U.S. Bank National Association, as Trustee, successor in interest to Wachovia Bank, N.A., as Trustee for Chase Funding Mortgage Loan Asset-Backed Certificates, Series 2003-5 dated July 23, 2003, and recorded in the Clerk of Court Office for Barnwell County on August 1, 2003, in Book 603at Page 136.
The premises covered and affected by said mortgage and by the foreclosure thereof were, at the time of the making thereof and at the time of the filing of this notice, described as follows:
LEGAL DESCRIPTION AND
PROPERTY ADDRESS:
All that certain tract of land, with improvements thereon, containing 3.569 acres, situate in the Town of Kline, Barnwell School District, County of Barnwell and State of South Carolina, and being more particularly shown and delineated on Plat prepared for Julia Michelle Moten by W.J. Webb, PLS, dated March 11, 2002 and recorded in Plat Cabinet A, Slide 290, Page 4-A, in the Office of the Clerk of Court for Barnwell County. Said Lot is bounded and measures, as shown on the aforesaid plat as follows: North by lot of Julie Harley and measuring thereon 214.44 feet and by Lot of Wayne Still and measuring thereon 205.43 feet; East by US Highway 27E and measuring thereon 332.19 feet; East by US Highway 27E and measuring thereon 424.23 feet; and West by lands of Julia Harley and measuring thereon 412.71 feet.
Encompassed within the above described Tract are Lots Nos. 124, 125, 126, 127, 128, 129, 130, 131,132, 133 and 134 as shown on Plat of the Town of Kline (Formerly known as Brownell), prepared by R.C. Mixon, C.E., dated February 12, 1892, and recorded June 11, 1895, in Book 6-P, at Page 45, in the Office of the Clerk of Court for Barnwell County, which Lots were conveyed to Irene J. Knox by Deed of W.L. Knox, dated and recorded October 30, 1938, in Book 9-I, at Page 655, of the Barnwell County records. Thereafter, Irene J. (Knox) Thompson conveyed said premises to Holly C. McDonald and Irene J. Thompson, for and during their joint lives, and upon the death of either of them, then to survivor of them, by deed dated September 5, 1997, and recorded September 16, 1997, in Book 358 at Page 247, of the Barnwell County records.
Also encompassed with the above described tract is the westernmost portion of Princess Street, extending from US Highway 278 in a westerly direction to the lands of Julie Harley, as well as the alley running in a North-South direction separating Lots Nos. 124, 126, 128, 130, 132 and 134 from Lots Nos. 125, 127, 129, 131 and 133; and the alley running in an East-West direction separating Lots Nos. 130 and 131 from Lots Nos. 132 and 133; and the alley or street running in a North-South direction adjacent to Princess Street and Lots Nos. 124, 126, 128, 130, 132 and 134, which alleys and portion of street were conveyed to Irene J. Thompson and Holly M. Rimes, as joint tenants with the right of survivorship, b Quitclaim Deed of the Town of Kline, South Carolina, dated March 14, 2002, and recorded March 25, 2002, in Book 535 at Page 22, in the Office of the Clerk of Court for Barnwell County.
This being the same property conveyed to Julia Michelle Moten by virtue of a Deed from Irene J. Thompson and Holly M. Rimes, f/k/a Holly C. McDonald, dated March 22, 2002 and recorded March 25, 2002, in Book 535 at Page 29, in the Office of the Clerk of Court for Barnwell County, South Carolina.
