REVISED ACTION MEMORANDUM ISSUED FOR THE REMOVAL SITE EVALUATION REPORT/ENGINEERING EVALUATION/COST ANALYSIS
   (RSER/EE/CA) FOR THE REMOVAL ACTION FOR THE 489-D COAL PILE RUNOFF BASIN, D-006 OUTFALL, AND 484-10D WASTE OIL FACILITY AT THE D AREA OPERABLE UNIT
The DOE has selected the preferred alternative for the non-time critical removal action for the 489-D Coal Pile Runoff Basin, D-006 Outfall and 484-10D Waste Oil Facility at the D Area Operable Unit (DAOU). A 30-day public comment period was held for the RSER/EE/CA from October 28, 2009 to November 28, 2009.  No comments were received during the public comment period.  A Revised Action Memorandum that describes a phased closure approach was issued on August 26, 2010.
In the event that the 484-D Powerhouse is still active in a production state at the commencement of the removal action, the Coal Pile Runoff Basin will be segmented into a southern and northern section so that one area can continue to receive runoff while the other area begins closure under the removal action.  The excavation of 4000 cubic yards of metals, PCB and pesticide contaminated sediments from the D-006 Outfall and the 187 cubic yards of arsenic contaminated soil from the 484-10D Waste Oil Facility will be placed into the northern section after it has been dewatered.  A soil cover consistent with the Class 2 landfill requirements will then be constructed over the northern section.  The second phase, the remediation of the southern section, will take place after the shut-down of the 484-D Powerhouse and include the dewatering of the basin and placement of backfill material to grade.   A soil cover consistent with Class 2 landfill requirements will then be constructed over the southern section.  Institutional controls will include warning signs and deed restrictions.
The selection of the preferred alternative is documented in the Action Memorandum and Revised Action Memorandum.  DOE has worked with SCDHEC and the USEPA to ensure that the removal action is consistent with all applicable environmental requirements.
