Barnwell considers re-annexing Milliken plant property

Barnwell City Council voted on and/or discussed the following during the regular monthly meeting Feb. 1:
• Council voted to approve a planning commission request to have the city attorney, Tom Boulware, to research the possible re-annexation of the Milliken property back into the city limits. The property was annexed out of the city limits when Milliken first came to Barnwell as an incentive in the 1950s. Now that the plant is closed, the city wants to re-annex the property to give it more control over what might replace Milliken.
• Approved a second reading of Ordinance 2010-01 that amended the city of Barnwell zoning ordinance.
• Approved the city's participation in the statewide court case management system.
• Discussed the city's participation in the regional Home Consortium. Mayor pro-temp Pickens Williams, Sr. said he did not think the city should participate in the program at this time. Williams made a motion to that extent and council approved it.
• Emily Randell, the recreation director, asked council's approval to apply for a new grant for developing a trail by Fuller Park.
The grant, which could bring in up to $100,000, requires a 20 percent match from the city if the grant is awarded. However, the match can be in labor, said City Administrator John Zawacki.
Randell said there would be a public hearing Feb. 11 to inform residents of the grant process and trail idea.
• Randell told council the basketball recreational league is now in progress and has 180 children participating.
Randell also said she has booked 16 tournaments at the new Lemon Park sports complex for the season.
She said those tournaments will begin in March.
• Zawacki said the replacement manhole behind the Department of Natural Resources will cost $3,800 and the work would be completed soon.
• Zawacki said a contractor has been awarded the remodeling work at Wal-Mart and has purchased the necessary building permits from the city.
• City workers have nearly completed the clearing of land at the corner of Wellington and Jackson Streets where they plan to build a park. The city has owned this land for many years and it has remained unused until present, Zawacki said.
