Blackville mourns mayor - Mayor Jackie T. Holman killed in collision

A procession through Blackville will follow the funeral service at the High School for the late Mayor Jackie T. Holman.
The funeral service will begin at 1 p.m. at the Blackville-Hilda High School auditorium. After the service, possibly between 2:30 and 3 p.m., the mayor's casket will be placed on a horse-drawn hearse, according to Dash's Funeral Home.
The carriage will proceed down Izlar St. and then turn onto Latrrigue St. The procession will pause briefly in front of the Blackville Town Hall for a ceremonial 21-gun salute.
From town hall, the procession will move towards Main Street and circle the business district, passing in front of the fire department.
From there, the hearse will turn right onto Hwy. 3 (Solomon Blatt Ave.) and then right (west) onto U.S. 78 (Dexter St.).
The procession will stop in front of Macedonia Baptist Church and the casket will be transferred from the horse-drawn hearse to a motorized hearse.
The casket will then be taken to Hope Memorial Park on S.C. 3 for burial.
A two-car accident claimed the life of Blackville's mayor Saturday, August 28.
The accident also killed another driver and injured two passengers.
Jackie T. Holman, 58, of 271 Jenice St., died around 4 p.m. at a Columbia hospital.
According town officials, a memorial service will be held on Wednesday, Sept. 1 from 5 to 9 p.m. at the Blackville community center. A visitation will be held from 6 to 8 p.m. on Thursday, Sept. 2 at Macedonia Baptist Church, Dexter St., Blackville. The funeral will be Friday, Sept. 3 at 1 p.m. in the auditorium of Blackville-Hilda High School.
Following Saturday's accident Holman "was transported by air to Palmetto Richland Hospital in Columbia, where he succumbed to his injuries," said Lance Cpl. Judd Jones, community relations officer with the S.C. Highway Patrol
The wreck occurred on S.C. Hwy 3 at approximately 1:40 p.m., Saturday, Aug. 28, eight miles west of North, S.C. in Orangeburg County.
Holman was driving a 2003 Ford Explorer when his vehicle was struck by a 1990 Acura, driven by Keith Eric Harley.
Harley died at the scene. He was not restrained by a seatbelt, Jones said.
Harley was traveling north on S.C. Hwy 3 when his vehicle went off the right side of the road, struck a mailbox, came back onto the road then veered left of the center line, striking Holman's vehicle head-on, Jones said.
Holman was traveling south on S.C. Hwy. 3, with his wife, Brenda Holman. Both were wearing their seatbelts at the time of the crash, Jones said.
Brenda Holman was transported to the Regional Medical Center in Orangeburg by ambulance with non life-threatening injuries, Jones said.
Jessie Stroman, 42, of Williston was a passenger in Harley's Acura. Stroman was airlifted to Palmetto Richland with serious injuries, Jones said.
The accident is still under investigation by the SCHP.
The Holman family's attorney, Jerry Leo Finney of The Finney Law Firm, Inc. in Columbia, released the following statement: "As we all continue to mourn and honor the memory of Mayor Jackie T. Holman, the Holman family wishes to thank the residents of Blackville and all of our friends and family throughout South Carolina for the tremendous outpouring of love, prayers and support."
"The Holman family asks everyone to continue to keep Mrs. Brenda Holman and all of the Holman children in your thoughts and prayers as Brenda continues to recover from the injuries she sustained in this tragic collision. We will surely need the support and prayers of all of our friends and family in the difficult days ahead. "
Dash's (formerly Green's) Funeral Home, Blackville, is in charge of the arrangements.
Councilman Russ Reed said "It was a big shock," to hear the news of Holman's death.
"He was very dedicated. He was a big advocate for the schools as well," Reed said of Holman.
Reed said he was grateful the mayor's wife was not injured any worse than she was. He said she had been released from the hospital and is recovering at home.
Reed said even though he and the mayor did not always see eye to eye on issues, "We had a mutual respect."
The Blackville Town Council held a special called meeting at 7:30 p.m. on Tuesday, Aug. 31, Reed said.
The procedures leading up to electing a new mayor is not known at this time, he said.
Ann Pernell is the mayor pro-tem. She will stand in until a new mayor is elected, Reed said.
Council member, Michael Beasley said, "Mayor Holman cared about the citizens of Blackville. He told it like it was and did not back down. I feel Mayor Holman did his job as a servant leader for the Blackville community and he will missed dearly. My condolences go out to his family."
Holman was a native of Norway and a graduate of Norfield High School. He held degrees from Claflin College and Benedict College.
According to his daughter, Shawndra Williams, Holman was a staff member at Macedonia Elementary School. Previously he had been Dean of Men for Claflin College, a case manager for the Allendale County Department of Social Services, a sales associate in insurance and retail, and a sergeant for the Allendale County Detention Center.
Holman began his service to the town of Blackville in 1991 when he was elected to serve on the town council. In 1995 he was elected to serve his first term as mayor. Holman was re-elected to serve as mayor in 2003 and was on his second consecutive term at the time of his death.
He leaves behind his mother, wife, daughter, son and six grandchildren.
Holman and Harley's deaths bring the state total to 501 fatalities thus far in 2010, Jones said.
"We are actually under (last year's numbers) statewide," Jones said.
Compared to 2009, 100 less people have died on South Carolina roadways thus far, Jones said.
"We are doing better but we are still not satisfied," Jones said of the number of fatalities in the state and region.
For Barnwell County, only one traffic fatality has been recorded in 2010, he said.
Jones said with the upcoming holiday weekend, the SCHP will increase patrols, statewide.
