Allendale native promoted to Army Brigadier General
ANDERSON – In the presence of family, friends and fellow soldiers Frank M. Rice became the newest Brigadier General in the South Carolina National Guard.
The promotion ceremony took place at the 263d Army Air and Missile Defense Command (AAMDC) National Guard armory located in Anderson marking a pivotal moment in an already illustrious 35-year military career.
Son to Sam M. Rice III and Anne P. Rice, Brig. Gen. Rice grew up on a farm in Allendale. “I joined the guard the summer between my junior and senior year of high school because they said I could shoot a rifle all summer long,” Rice said, who enlisted in the South Carolina Army National Guard in 1982 as a firefighter.
Brig. Gen. Rice earned his commission by way of Officer Candidate School through the Palmetto Military Academy. He has held Command leadership positions at Company, Battalion, and Brigade levels. Rice served as the Deputy Commander for the South Carolina Agri-business Development Team (ADT) Mission during Operation Enduring Freedom from 2009-2010 in Afghanistan and served as the Task Force Commander during Operation Noble Eagle in 2014 in Washington, D.C. Currently he serves as Deputy Commanding General of the 263d Army Air and Missile Defense Command located in Anderson.
When not in uniform Brig. Gen. Rice is a commercial pilot and has been since 1990.
Brigadier General Rice is married to Mrs. Skipper Cameron Rice and has a son, Sam Rice, who will graduate from the Citadel this spring.

The South Carolina National Guard comprises more than 11,000 Soldiers and Airmen who serve their state and nation. Members of the South Carolina National Guard deploy worldwide as needed in response to the National Command Authority and the Governor.
