District One spans across the southeastern side of the City of Barnwell, the Town of Kline, and represents the Friendship region in the county. The total population in this district is 3,973. Four candidates are running for this seat; Becky Huggins, Crystal Nix, Alan Kennedy, and Bob Snead. Kennedy has since decided not to run and has endorsed Huggins, but his name will still be on the ballot.
I am a lifelong citizen of Barnwell County, graduating from Branwell High School in 1999. I received my Bachelor of Science degree in Business Administration from Lander University in 2002. My husband of 17 years, Jody Huggins, and I are raising two boys, Joe age 15 and John age 13. Our boys both attend Barnwell schools and play baseball, football and are on the sporting clays team. My parents are Mac and Sara Wier, retired educators and Coaches in Barnwell District 45.
Why did you choose to run for school board?
The impact our schools have on our children is enormous. I also have deep rooted appreciation for teachers as being raised by two incredible teachers and coaches, I witnessed the impact that they had on the lives of so many children. I have personally been impacted by many teachers, and seeing the impact as a parent is awe-inspiring. Knowing that teaching wasn’t my calling in life, I wanted to be able to give back in a way that Barnwell has given to me. Our children, teachers and staff deserve to learn and work in a place they feel proud, safe and supported. Our schools are the root of our communities, and I have been honored to serve on the board these last 7 years, and I hope to be able to continue serving for another 4 year term.
What is your previous experience in the education field?
As the child of two teachers, I lived and breathed education and athletic fields my entire life. I have seen the impact a school has, not only on the children but also the teachers that touch the lives of our children. My experience also comes from serving on the school board for the last 7 years. As far as accomplishments, there have been so many positive changes in our schools over the past 7 years, but I will tell you the greatest accomplishment made was hiring our current superintendent. The biggest and most important job of a school board member is hiring a great leader and we have succeeded in that monumental task. We can’t educate our children without great teachers, and we can’t recruit and retain great teachers without a great leader.
Have you served in elected public service capacities before? If not, why have you chosen to file for candidacy? What does being a public servant mean to you?
I was elected as a board member on the Barnwell District 45 board for two consecutive terms before being appointed by Senator Hutto as a member on the Barnwell County School Board. I also served on the Career Center board during those 7 years. I will be running to continue to serve our schools, representing District 1, this November in the general election. As a public servant on the school board, it is import to me that we keep the education and well-being of each student and their families at the center of our purpose.
What are your top priorities amidst consolidation?
There have been great strides, thus far, in our consolidation plan for the district. Our district leaders have worked tirelessly to bring the districts together and the endless administrative duties needed. These duties include equalizing salaries, building a budget that now encompasses all three community schools, addressing facility needs, addressing technology needs, rebuilding the policies, addressing safety plans and the list goes on. The jobs to be done were a massive feat in a short period of time and I think it was and continues to be done tremendously well. The top priority amidst it all will remain the focus of the children, as it is the sole purpose of our existence. Unity between the schools and communities remains a focus and I commend the efforts in this direction thus far and I know these efforts will continue. As adults, we are an example for our children and it is important to be united and positive light for our youth. There are great things happening and the future of Barnwell County is very bright.
Many residents have expressed their concerns about a county-wide, consolidated high school. If elected, how will you help the community navigate mandated consolidation?
There are great opportunities opening for our children and exciting changes ahead. Communication is key and keeping everyone informed will help navigate this new path forward. As parents, guardians, community members, teachers and staff, it is our job to keep this positive and promote unity for our kids amidst the changes ahead.
How do you plan to be accessible and transparent to residents?
I am proud that our district holds transparency, accessibility and communication at a top priority. Our website, www.bcsd.net, is a host of information where you can find minutes from our meetings, financial documents, policies, procedures, etc. Our board meetings are an excellent means for keeping up with our district, and our district welcomes you to call, ask questions, and request anything you think may be helpful to you. Dr. Stapleton also puts together an informative newsletter summarizing district updates, accomplishments and future events and plans to come, and this newsletter gets published and sent out in our community and to our businesses. I plan to assure the same standards hold true during my continued tenure on the board.
In closing, as parents, guardians, educators, district leaders, and community members, our collective goals for our children should be to provide the tools and knowledge needed through their grade school years so they can spread their wings into adulthood and be able to go out and be contributing members of our society. It starts at home and then it is a collaborative effort, a village so to speak, to get to success. God bless and I hope to see you all at the polls in November.
My name is Crystal Nix, an Alumni of Barnwell High School class of 2005. I graduated from the University of South Carolina-Aiken December 2009 with a Bachelor of Science in Business Management. After College, I returned home to Barnwell where I currently reside with my 14 year old daughter. I’m currently employed with Verizon Wireless as a Customer Service Analyst. I am also an active member of Redefined Women of Empowerment where I’m the community outreach coordinator. In my free time, I enjoy traveling, shopping, volunteering and spending time with my family.
Why did you choose to run for school board?
I’m running for the consolidated school board because I’m deeply committed to ensuring that the consolidation process addresses the needs of all students fairly and equitably. As a parent, I understand the importance of providing equal opportunities for every child, regardless of their circumstances and zip code. My goal is to advocate for the district where resources and support are distributed in a way that addresses disparities and promotes inclusivity. By prioritizing equity, I aim to ensure that the consolidation enhances educational outcomes for all students and supports a positive and supportive environment for our entire county.
What is your previous experience in the education field?
My experience in the educational field comes from my involvement in the different initiatives we foster through Redefine Women of Empowerment. Each year we work with the families and students within Barnwell County to provide resources through our scholarship program, financial aid workshops, and other educational programs. These programs have taught me valuable lessons about the needs of our youth and their families. Also through my daughter’s participation in programs like Dreams Imagination & Gift summer camp, I have been very intrigued how a single program can bring dreamers together from many areas giving them the opportunity to create, collaborate and communicate which will make a significant difference in their lives.
What are your top priorities amidst consolidation?
My top priority amidst consolidation will be to bridge the gap between stakeholders, schools and families. Advocate for equitable education for all students and pushing to close the opportunity gap.
Have you served in elected public service capacities before? If not, why have you chosen to file for candidacy? What does being a public servant mean to you?
Although I haven’t been in an elected position before, my post secondary involvement within the community has provided me with substantial experience in supporting students through resources and leading community initiatives. As a parent and family member throughout the county, I am completely cognizant of the importance of making decisions that impact our children’s education and experiences. I’m running for the school board now bc it is a crucial time to bring about fresh perspectives and innovative solutions. Being a public servant to me is being dedicated to your community by making decisions that’s fair to the entire community.
How do you plan to be accessible and transparent to residents?
I will be transparent and accessible to my residents by creating a culture of open communication. Keeping them informed about school board meetings through social media and community forums. Being readily available for questions and answers via emails.
Many residents have expressed their concerns about a county-wide, consolidated high school. If elected, how will you help the community navigate mandated consolidation?
The decision to have a consolidated high school is the best idea and can foster a more productive learning environment with state of the art technology and resources, thus providing our students with the opportunity to be more competitive on the state and national levels. Building a consolidated school will better align our resources to include a safe environment and an inclusive culture for all. The new location can also house the career center resulting in seamless access for all students to determine potential career interests.
Why did you choose to run for school board?
I believe I can make a meaningful difference in helping shape our school district to foster healthy growth, innovation, and creativity for our students. As a parent of two incredible children—a 10-year-old currently in the Barnwell School District and a 25-year-old software developer living in Oakland, CA—I feel personally invested in the quality of education in our community. My wife, Dawn, and I are deeply committed to public service and creating opportunities to foster a vibrant Barnwell. Dawn is the Barnwell Farmers Market Manager, owner of Accelerator Coffee, a volunteer with the Veggie Cupboard community garden and Healing Partner Coalitions in Barnwell and Allendale, and she serves as a volunteer board member with Barnwell First Steps, Friends of the Barnwell County Library, and is a volleyball coach to boot. She’s also the loudest parent on the sidelines during any given soccer game. Geez, maybe she should be running for school board! In all seriousness, together we’ve dedicated ourselves to making Barnwell a better place to live, and I’m excited about the potential opportunity to continue as a school board member representing District 1.
During the last 3 years as the President/CEO of the Southern Palmetto Chamber and Foundation, I’ve helped in the development of the Palmetto Innovation Center, launching programs that foster entrepreneurship and creativity across the region. These initiatives have shown me the power of collaboration and innovation in Barnwell, principles I aim to bring to schools, if elected. Running for school board is an opportunity to contribute to a lasting legacy for Barnwell's future generations.
What is your previous experience in the education field?
I’ve spent decades in service through both nonprofits and education. I've taught at the high school and college levels, experiences that have given me insight into the challenges and opportunities within our education systems. As a proud product of the public school system in Charleston, I graduated from St. Andrews High School (Go Rocks!) in 1998. From there, I graduated Cum Laude with a Bachelor of Arts from the College of Charleston in 2002 and earned my Master of Fine Arts from Yale University in 2007. My journey as an educator and advocate for the arts has deepened my passion for shaping learning environments that embrace creativity, critical thinking, and community.
Have you served in elected public service capacities before? If not, why have you chosen to file for candidacy? What does being a public servant mean to you?
While I have not previously served as an elected public official, my entire career has been rooted in public service. Running for office wasn’t something I anticipated, but my commitment to making a difference in the community has led me here. If someone had told my 20-year-old self that I’d be living in Barnwell, leading the Chamber of Commerce, and running for school board, I probably wouldn’t have believed them. But looking back, every step—from founding nonprofits to working in education—has built the foundation for this role.
To me, being a public servant means putting the community’s needs at the forefront. It’s about working together, listening to diverse voices, and ensuring that decisions benefit the people, especially when it comes to the education and well-being of our children. I’ve chosen to run because I believe I can offer a fresh perspective and the kind of leadership that unites people around a common goal: making Barnwell the best it can be.
What are your top priorities amidst consolidation?
My top priorities include ensuring that every student benefits from the consolidation by increasing access to resources, enhancing educational facilities, and fostering innovative STEAM (Science, Technology, Engineering, Arts, and Math) opportunities for all students. I want to ensure we use this moment to elevate academic standards, expand career, technical, and arts education, while prioritizing the well-being of both students and staff.
I see this consolidation as a chance to bolster our current educational framework, fostering innovation that can better prepare students for the future. We need to create environments where students can explore their creative potential alongside their academic growth, equipping them with the skills necessary for success in a rapidly changing world.
Many residents have expressed their concerns about a county-wide, consolidated high school. If elected, how will you help the community navigate mandated consolidation?
I understand the concerns surrounding consolidation, and I’m committed to maintaining an open dialogue with the community. Transparency will be essential in this process, and I will aim to support that transparency at every step. This change is affecting every family in our county, and it’s vital that we address worries about transportation, resource allocation, and preserving the identities of our local schools. My goal is to ensure that this consolidation brings about improvements, not losses.
To fulfill this vision, we must build a school that fosters a well-rounded education, incorporating creativity, arts, and STEAM. The facilities should support dynamic learning environments where students can engage with cutting-edge technology, explore the arts, while participating in sports and extracurricular activities. Our approach must balance fiscal responsibility with the goal of preparing students not just academically, but as future leaders in innovation, creativity, and entrepreneurship.
How do you plan to be accessible and transparent to residents?
As a public servant, accessibility and transparency are non-negotiable. I intend to be present, approachable, and responsive to community concerns. I will make myself available for any one-on-one meetings, and maintain open communication channels through emails and social media. Beyond that, I’ll actively engage with parents, teachers, and students to hear their perspectives directly. Transparency in decision-making and accountability will be my guiding principles as a member of the school board.
District Two has a population of 4,176, and spans over the southwestern part of the City of Barnwell, the Town of Snelling, and unincorporated parts of the county currently inhabited by the Savannah River Site. Three candidates are vying for this seat; Vanessa Taylor Childs, Felicia Robinson Devore, and Dawn Mansfield.
My name is Vanessa Taylor Childs, a lifelong member of the Barnwell County community, with over two decades of experience in business, K-12, and higher education. I’m a graduate of Blackville-Hilda High school and the University of South Carolina-Aiken. I hold a Master’s in Higher Education Leadership and Administration and am currently pursuing candidacy for a Ph.D. in Business Administration from Kennesaw State University. As the former Finance Director for the Blackville School District, I have a deep understanding of school finance and governance. I am the owner of C.H.E.S.S. Consulting, a higher education student services organization I started in 2020 to assist students and parents through their admissions and financial aid processes. This year I started a nonprofit, SmartMoney Debt Management Solutions, that supports student loan borrowers, and I’m working to partner with Prison Education Programs to ensure incarcerated students have access to financial aid through the Department of Education’s Second Chance Pell Program. I am also a proud member of Barnwell’s Redefined Women’s Empowerment organization where I am the chair of the scholarship committee and serve on the grants committee. My entire career has been dedicated to empowering families through education, finance, and community service, and I’m now ready to take on the important role of school board member to continue giving back to the community.
Why did you choose to run for school board?
I chose to run for the school board because I care deeply about the success of our students and our community. Barnwell County is going through a significant change with consolidation, and I want to ensure that this transition benefits all students, families, and educators. As a parent of children who have graduated from local schools and as a graduate myself, I’m personally invested in the future of our district. I believe my background in education, finance, and policy, as well as my experience in preparing and presenting financial statements for the Blackville District 19 school board, will enable me to bring a thoughtful, strategic approach to the board.
What is your previous experience in the education field?
I have extensive experience in the education field, both in K-12 and higher education. I served as the Finance Director for Blackville School District 19, where I managed the district’s financial operations and presented the school board’s financial reports. I’ve worked for over a decade in financial aid, supporting students and families in navigating the complexities of education funding. Through my work with C.H.E.S.S. Consulting, I have developed a deep understanding of the importance of education and the financial barriers many students face and have helped countless families access the resources they need for education. Additionally, my nonprofit, SmartMoney Debt Management Solutions, assists student loan borrowers, and I’m actively working to help expand educational access for incarcerated individuals who want to obtain a college degree.

This is my first time running for elected office, felt there is no better time than now. I’ve always been involved in serving my community through education, advocacy, and financial support. I chose to file for candidacy because I believe the Barnwell County Consolidated School Board needs experienced leaders who understand both the educational and financial challenges our schools face. Being a public servant means putting the needs of the community first, listening to concerns, and making informed decisions that will benefit everyone. It means being accountable to the people who entrust you with their votes and advocating for the best interests of students, teachers, and families.
What are your top priorities amidst consolidation?
My top priorities during consolidation are to ensure transparency, maintain educational quality, and advocate for equitable access to resources across the district. I want to make sure that every decision we make is focused on what’s best for the students. It’s important that the transition is smooth and that we communicate openly with parents, teachers, and students throughout the process. Additionally, I’ll prioritize ensuring that the consolidation process is financially sound and that the district’s resources are allocated effectively to benefit every student, regardless of where they live within the consolidated area.

I understand that consolidation brings a lot of uncertainty, and many residents have valid concerns about a county-wide high school. If elected, I will focus on maintaining open lines of communication with the community, ensuring that their voices are heard, and they are as informed as possible throughout the process. I plan to assist with the facilitation of town hall meetings, listen to feedback, and work closely with parents, students, and educators to address their concerns. Transparency will be key, and I will advocate for a consolidation plan that is equitable and ensures that all students have access to high-quality education and resources.

Accessibility and transparency are core values I will uphold as a board member. I plan to establish regular means of contact where residents can reach out to me and share their concerns and ideas. I will also participate in any locally held community forums to keep residents informed about the board’s decisions and the progress of the consolidation process. Additionally, I’ll utilize any other platforms available to board members to communicate updates regularly, ensuring that everyone has access to important information. Listening to the community and being transparent about decisions are critical to building trust, and I am committed to maintaining an open dialogue with all stakeholders.
I am a proud citizen of Barnwell County. I was born and raised in Barnwell. I am a graduate of Barnwell High School and the University of South Carolina Columbia. My husband Willis and I have two daughters and two grandsons. I have been working in the banking industry for 30 years. I am currently employed with Enterprise Bank of South Carolina as the Operations Manager/ Vice President.
Why did you choose to run for school board?
Running for school board will allow me to continue my service to the community by working and advocating for the education of all children in our county. I am committed to making sure that ALL students have the essential support and resources to get the best education possible. To accomplish this, we need a collaborative effort from administrators, teachers, parents, and community stakeholders.
What is your previous experience in the education field?
I have a Bachelor of Arts in Psychology with a concentration in Education which has allowed me the opportunity to serve on the Barnwell School District 45 board of trustees for two terms serving as Vice Chair as well as the Barnwell County Career Center Board. While serving in these roles I was able to acquire years of school board training.

Yes, I served on the Barnwell School District 45 board for 7 years prior to the consolidation of the school districts in Barnwell county. Being a public servant means serving our community and students advocating what is right regardless of political gains or pressures.
What are your top priorities amidst consolidation?
My top priorities are to support and advocate community involvement in our schools, staff support and retention and focusing on the well-being of our students. Allowing parents and community stakeholders to have a voice. Community support is the key to making consolidation a positive change. We need to make sure our students experience minimal disruptions to their education during the consolidation process. We also need to address the needs of our teachers and staff as they may face new challenges.

I will help the community navigate mandated consolidation by Involving community stakeholders in decision-making and providing support for students and staff. A committee of parents, teachers, students, and community stakeholders should come together to discuss how to blend our school cultures. We also need to make sure that there is ample support for both our students and staff to help them adjust to the transition. After consolidation is complete, we need to continue open door forums with the community and administration to ensure that no child is left behind.
How do you plan to be accessible and transparent to residents?
Communication is the key to being accessible and transparent to the residents of our community. This can be achieved by creating an open direct line of communication between parents, students, and staff to ask questions and give feedback by email and/or phone. We also need to be transparent in decision making. We encourage all residents to attend monthly school board meetings or visit our school website for board meeting agendas and minutes. I love attending school and athletic events around the community. This is another great way to connect with students and families in our community.
I am proud to say that I am a Christian. I married my high school sweetheart where we both attended Barnwell High School. We have two adult children and two grandchildren. I am retired. In my most recent job, I worked as a Program Manager overseeing administrative, engineering tasks, budgets and deadlines for Operations at Savannah River Site. I have a bachelor’s degree in Technical Management and a Paralegal Degree.
Why did you choose to run for school board?
I chose to run for school board because it’s an exciting adventure to improve school quality as well as balancing the needs towards academic achievement.
I have a vision for our schools to see the path forward to grow. This includes teaching back to the basics, phonemic awareness, phonics, decoding, vocabulary and comprehension. As a board member I would also like to see parents have access to curriculums used by their children. Being a board member will be both rewarding and empowering to set clear goals that are shared with our community. It is equally important that we understand how our diversified needs and wants play a role in our student’s education.
What is your previous experience in the education field?
I have worked and volunteered in the Barnwell School district for 15 years as a substitute teacher in all grades. I taught various subjects from the lesson plans and methods left by the teacher. Working in each school with all grades including special needs students was a positive experience for me. I developed an appreciation for the teachers and how important they are for our future leaders
Have you served in elected public service capacities before? If not, why have you chosen to file for candidacy? What does being a public servant mean to you?
I have not served as an elected public servant before. I chose to file for this seat to display awareness, empathy, motivation and insight to the project and community. Being a public servant means ensuring my services stand behind the needs of the school district, community, city and state for education. We have a responsibility to serve our county with integrity delivering outcomes in a way that impacts education in a positive manner.
What are your top priorities amidst consolidation?
My top priorities for the school consolidation are to attend meetings gathering information and details to bridge gaps of communication, by being a voice for the public. Another priority is to ensure a positive relationship exists between educators and administrators. Board members can ensure school funds are used wisely.
Many residents have expressed their concerns about a county-wide, consolidated high school. If elected, how will you help the community navigate mandated consolidation?
I plan to help the mandated consolidation by reviewing the latest information to ensure our public understands where we are and what is happening with our choices. It is important to have someone for the parents and students to reach out to. I believe overall communication is key to keeping the community informed. I plan to be a voice for the students and parents with fresh eyes. I will be open, honest and available for questions and concerns. I strive for the smoothest transition possible.
How do you plan to be accessible and transparent to residents?
I plan on being accessible and transparent to the public by providing an email address for questions and concerns. These will be carried to the board for answers and resolutions. District Three is the largest district with a population of 4,266 spanning over regions of Blackville, Hilda, and the northeastern side of the City of Barnwell. The three candidates running in this district have all previously served on school boards across the county; Rosey Anderson, Teresa B. Hughes, and Abraham Sexton.
My husband and I have lived in Barnwell for 39 years and are members of Hagood Avenue Baptist Church. Prior to our children becoming involved with school sports, I had been involved with recreational sports in Barnwell by serving as treasurer of the baseball association, coaching girls softball, and umpiring. Our adult children, both Barnwell High School graduates, still reside in Barnwell.
Why did you choose to run for school board?
I chose to run for the Barnwell County School Board of Trustees because I want to contribute to my community by staying involved with the school system where I spent most of my career. I consider myself to be knowledgeable in many aspects of the school, being a former teacher, coach, athletic director, and school board member. I want to be a voice for our faculty and staff and to be an advocate for all of our students. I also have been encouraged by many community members to run for a seat on the county board.
What is your previous experience in the education field?
I have 36 years experience as a classroom teacher, 28 of those years right here at Barnwell High School. During my time at Barnwell High School, in addition to teaching grades 9-12 math classes and the Teacher Cadet class, I also coached JV softball, Varsity and JV Volleyball, served as Assistant Athletic Director, and Athletic Director. After retiring in 2014, I was elected to the Barnwell School District 45 Board of Trustees in 2016 and served until June 30, 2024, when our board was dissolved due to consolidation. While on this board, I served as Vice Chair and Chair, and reached Level 6, the highest level that can be attained, through the South Carolina School Boards Association.
Have you served in elected public service capacities before? What does being a public servant mean to you?
As stated previously, I was elected to the Barnwell School District 45 Board of Trustees for 8 years (2016-2024). In this case, being a public servant means that I am willing do my part and offer my assistance to provide support for our students and staff while representing those in district 3.
What are your top priorities amidst consolidation?
My top priority would be to work with the superintendent and other board members to provide the best possible educational opportunities for all of our students by employing and retaining highly qualified educators and support staff. I would also support the superintendent in continuing to work with law enforcement and other agencies to provide a safe environment for everyone in all of our schools.
If elected, how will you help the community navigate mandated consolidation?
As stated, this is a mandated consolidation, so we all as a community need to embrace this for the benefit of the ones who will be affected the most, our students. As a board member, I would work with the superintendent and other board members to help ensure a smooth transition.
How do you plan to be accessible and transparent to all residents?
As I was when I was on the Barnwell 45 board, I will be accessible to residents through email or phone. The board will also be transparent to all residents through the district's website where meeting dates, agendas and minutes are posted, and anyone is welcomed to attend board meetings.
I am a life-long resident of Barnwell County and a graduate of Blackville-Hilda High School. My sons are graduates of Blackville-Hilda High School. While my sons were in school, I was actively involved in Parent Teacher Organizations and School Improvement Councils. Upon my retirement from SRNS, I have enjoyed serving in various community and church activities.
Why did you choose to run for school board?
I am running because I have a genuine interest in the education of our children especially those in Barnwell County. Education is a shared responsibility and a collaboration among students, staff, families and community. I believe we are each accountable for our actions.
What is your previous experience in the education field?
I have been blessed with the opportunity to mentor students as a Substitute Teacher and Career Opportunity Coach. Additionally, I have worked with students at a local Summer Enrichment Program and an advisor for college students.
Have you served in elected public capacities before? What does being a public servant mean to you?
I was appointed to the Barnwell County Career Center Board where I served for 22 years. In November 2022, I was elected to the Barnwell County Consolidated School Board which ended in June. I would be honored to serve as a voice for equity on the Barnwell County School Board.
What are your top priorities amidst consolidation?
It has been communicated at the national level that it is essential school districts have Future-Focused Equity Leadership. Equity is an important principal in education. Equity is about understanding what individual students need and committing to those needs. I believe students should be at the core of everything we do. Stakeholder meetings are important. I would encourage stakeholder meetings and other forms of communication to explain the various mandates and actions. I believe our students, staff, families and community members deserve to be heard and treated with dignity and respect.

Serving on the Barnwell 45 school board and the consolidation board has been of the greatest honors of my life. I am running for re-election because our work is not done, and there is so much more we can achieve together. I know how to collaborate with the superintendent and staff to get things accomplished. I have worked with special needs children for 8 years and drove a bus for 8 years. I have served on the Barnwell school district #45 for 16 years and appointed to the consolidation board for one year, which I am still there. Being a public servant, I give myself for the greater good. I served my country by leading soldiers in the US Army and Army National Guard to protect our country. I will work through changes to make our school the best it can be. Working through any issues publicly and being transparent so everyone knows what is going on. I want to continue my work with the school district until the new consolidated school has been completed. I enjoy giving back to my community! My focal points for Barnwell County consolidated school district are to promote lifelong learning through education, provide sufficient tools and resources for teachers and students to achieve success in the classroom and beyond. I want to maximize the safety of drivers and students in transit to and from school when elected, and I will work with the superintendent to be involved with the public. I am someone to whom to you can talk to. I think the new school should be in the middle of the county where the school can be seen, and it will draw other students to want to come there. When everything is new it will bring attention, wherever the school is built it should be distinctly seen.
District Four has a population of 3,920 residents and incorporates the northwestern side of the City of Barnwell, as well as parts of Williston and Elko. Three candidates hope to hold this seat; Ronnie Brown, Paula Marie Little, and John Melton.
I’ve had the opportunity of working with three amazing superintendents, Dr. Alexia Clamp, Dr. Marcella Shaw, who was voted Superintendent of the State of South Carolina and presently Dr. Crissie Stapleton who has also served various capacities on the state level and in education. I’ve served on both consolidation board, chairman of BCCSD and present member of the BCSD. I want to continue my journey to advocate for the education of our scholars, community relationships, business leaders, churches, civil and social organizations, and parents. Selecting the best of the best teachers and administrators, upon the recommendation of our superintendent, that our scholars will accelerate to their greatest heights and become competitive on ALL levels for their future acceleration from little old Barnwell County. With all of us giving and playing a part to make the whole. My voice for all of you in District 4, for your vote to be your voice.
I have a background in media relations and marketing, graphic design and have run my own residential painting business. I am currently retired.
Why did you choose to run for school board?
I perceive that education has strayed from its foundations. Schools teach students what to think as opposed to how to think. There are important critical skills that aren’t being taught. Learning for a test is one thing but learning to think critically will help students retain information for later use in life.
What is your previous experience in the education field?
I have no previous experience in education, but this should not be viewed as a drawback but as a positive. It means I will have a fresh viewpoint on the issues that will arise.
Have you served in elected public capacities before? What does being a public servant mean to you?
To me being a public servant means being focused on the people and their concerns and how to help them solve problems.
What are your top priorities amidst consolidation?
Focus my attention on ways to get back to the basics of education, meaning learning how to critically think and not just learn facts. It appears we have a young population that is unaware of their heritage and what it means to be an American. Unaware of their rights under our Constitution and how to access them.

I will do my best to convey the positive results of consolidation which are consistency of programs, and the ability to gather all the teachers or the administrative team when they are all centrally located on one campus.
How do you plan to be accessible and transparent to residents?
In order to fully understand the current issues, people must be able to view them in relation to previous actions, citizens should also have access to all supporting documents involved in those decisions. Posting this information on a website would be ideal for working parents who are unable to attend school board meetings.
I am a lifelong resident of Barnwell County, born and raised in Williston. I attended Williston-Elko Schools from kindergarten through twelfth grade, graduating in 2013. During my time in school, I played football and golf until high school where I put all focus on golf. I was a part of the 2011 golf team that won silver in the 1A High School State Championship, also winning gold in the individual competition. I was also a part of various clubs and organizations such as Beta Club, National Honor Society, and Fellowship of Christian Athletes. From there I attended Aiken Technical College obtaining my Associate Degree in Medical Technology (Paramedic) graduating in 2016. I began my career volunteering with the Williston Fire Department in 2011 while in high school. In 2015 I was elected Assistant Chief, and in 2020 I was hired by the Town of Williston as the Fire Chief - a position I still hold today. I work full-time for Savannah River Site as a Captain in the Fire Department. I have also worked full-time and part-time EMS in Barnwell County and have worked for the Barnwell Couty Coroner’s Office since 2017. My wife Sara and I got married in 2018 and had our first child (Cal) in January of 2022. Sara is also a lifelong resident of Williston, graduating in 2015.
Why did you choose to run for school board?
I chose to run for the Barnwell County School Board because I see this as an opportunity for our schools to advance and grow into the future. I want nothing but the best for our kids and community. Consolidation is the perfect opportunity to lay a strong foundation. I personally do not have any experience in the education field; however, I was raised in/around it. My mom, Debbie Melton was a teacher for Williston-Elko for 32 years and also served on the Barnwell County Career Center School Board for two years. My dad, Calvin Melton and brother, Charles Melton both served as board members for the Williston-Elko School District at various times. This has given me the opportunity to be around the education field to see the passion and dedication each person in the school system has for our kids and their desire to always make it better.
Have you served in elected public service capacities before? If not, why have you chosen to file for candidacy? What does being a public servant mean to you?
I have never served as an elected public servant before, however my entire career in emergency services is built around public service. I have served on the Williston Fire Department for 13 years, SRS Fire Department for seven years, and EMS full and part-time for 10 years. I have also served on the Barnwell County Fire Commission for six years and the Barnwell County Coroner’s Office for seven years. Being a public servant means everything to me. I understand you must be able to listen and understand what is going on or happening first before jumping to conclusions. You also must be able to put your own agenda aside to do what is best for the majority. If elected I will always remember I am working for the community, and I want nothing but the best for the students, faculty/staff, and community.
What are your top priorities amidst consolidation?
If elected, my first priority would be to ensure that everyone has an opportunity to be heard. Consolidation can and will be difficult, but as long as every community represented actually feels represented, we will have done the most important job of all. Additionally, I would put a great deal of focus on ensuring that the board is fiscally responsible. The money that has been set aside for the future of the county’s schools is not unlimited, so we have to be wise and make decisions that are best for all members of the community.

I believe with any change there will always be concerns, that is just human nature. However, I look at this as an opportunity to grow and do something great. To help I will always be there to listen to concerns and try and find a resolution that is suitable. I will always be as open as possible with information so there are no surprises, I believe in being totally transparent, so everyone can understand why some decisions have to be made.

Four candidates are vying for the District Five seat; Ethel T. Faust, Catrena Hughes Parker, Tim Scott, and Ed Rockwell. This district serves 4,254 residents and spans over the northern part of the county in areas of Blackville, the northern side of Williston, and the Healing Springs area.
Born, raised, educated, worked and served all of my life in Barnwell County; where my only child (daughter) was born, raised, educated and worked until the workforce was necessary to relocate. I am a proud graduate of Blackville-Hilda High School (1981) who has worked all of my years, in Barnwell County or nearby, being impacted by the County’s educational systems from across all segments - early childhood, post-secondary and at the college level, and even into adulthood as one of the most impactful segments of our community, (Seasoned Seniors) senior residents age 60+. As an engaged and professionally trained leader in each of these endeavors, I have gained great aspiration and inspiration for every person or group promoting public education - the foundation (the belief that common schooling could create good citizens, unite society and prevent crime and poverty) of our country for living the best quality of life. As the first employee and director of the county’s First Steps initiative in 1999, I have had the distinct privilege of working across county lines with each school district as a collaborative. Great relationships and support were formed throughout my sixteen year tenure. The lessons learned have allowed me to be supportive in each community as each focus on improving and engaging in a quality lifestyle for its residents.
Why did you choose to run for school board?
To ensure the provision of equal access to enhance the quality of our educational system throughout Barnwell County. To encourage and promote education solidarity county-wide for a stronger community and economy in the quest for a better quality of life for all Barnwell County citizens (higher graduation rate, decreased drug and crime rates, better social engagement across generations, safer communities) ultimately the empowerment for every student, individual to reach and live their fullest potential (gaining locally sustainable employment, supporting stable families and being actively engaged productive citizens).
What is your previous experience in the education field?
I have been impactfully mentored by some of the most outstanding professional educators from my early childhood throughout my professional life. I have been modeled by teachers and professional acquaintances who have inspired me for lifelong learning, civic and community engagement and hard work.

I received my 10 year pin from The South Carolina School Boards Association on December 11, 2023 for the critical role of guiding two of the three school districts to improve public education for all South Carolians. Additionally, during this same period, I have served alongside the SC Black Caucus of School Board Members to further address the most important critical needs of a body of students that “provide a means whereby Black school board members can actively participate in the statewide dialogue on educational issues and concerns, as well as opportunities within the National School Boards Association, the National Caucus of Black School Board Members, and other national organizations committed to the full growth and development of Black and other minority people of color children. Being a public servant in the educational system, means faithfully fulfilling the position for which the public has elected me.
What are your top priorities amidst consolidation?
Ensuring that each, and all students can succeed and thrive and be competitive world-wide, dispelling the inequities in our County-wide educational system: support students through engaging families as core partners to educators, increasing access to social, emotional, and mental health supports, providing opportunities to close achievement gaps: Title I schools and IDEA, free - universal pre-K and affordable high-quality child care, and enhancing and increasing the educator workforce, including special education teachers, and paraprofessionals, ensuring educational pathways to successful careers through connection between PreK - 12 grade, higher education, and the workforce.

Utmost importance- Effective and transparent communication with engaging feedback - keep students, parents, staff and residents alongside all stakeholders in the loop with regular open, clear, consistent updates.
How do you plan to be accessible and transparent to residents?
I will continue on the foundation that I’ve been engaged in for all of my years of engagement with the public schools system. As a child, my mother empowered us to understand, and to study to earn a quality education for a better way of life. As a student in post secondary and collegiate studies I studied and applied my learning to be a successful citizen in our workforce and community. As an adult learner, I am obligated to pass on the values of life that makes one satisfied and happy with living. These are the principles of my foundation that will support others in our community… particularly the younger generations who are challenged with so many obstacles to a successful life.
I am the second oldest, born to Reverend Dr. Floyd Hughes Sr. and Lillie Reed Hughes of Blackville, S.C. I am a 1990 graduate of Blackville Hilda High School. I am also a U.S. war veteran.
I am a 1996 graduate of South Carolina State University with a bachelor of science in Criminal Justice and I also received my second lieutenant commissioning in the United States Army Reserve as an Ordinance Officer, where I served until 2014. After graduating from South Carolina State University, I worked for the Department of Juvenile Justice, as a Corrections Officer, Orangeburg County Sheriff’s Department, as a road deputy, and Centerra Security; (formerly known as Wackenhut, Security for SRS) as a K-9 Officer. I am married to Anthony Parker and we have 3 children, Jaylun, who attends USC-Upstate in Spartanburg, Jamari, who attends Tuskegee University in Alabama and Jewel, who attends Macedonia Elementary, Blackville.
Why did you choose to run for school board?
The reason I decided to run for school board is quite simple, I care and I’m concerned. I care for our children and their education. I am genuinely concerned about their future and their wellbeing and how we are preparing them to be competitive among their peers. For me It’s more than just showing up at meetings approving policies and budgets and taking care the business of the school. It’s about getting involve and being present. Get out and form relationships and build bonds. Treating everyone the same. It starts in leadership… I won’t to bridge the gap between school officials and parents. When relationships are built, trust is gained and when these things are done, it brings unity, then we can begin focusing on the same goals and my hopes those things will bring a stronger foundation where greatness can derive. I do believe that the harvest is plentiful (meaining there is a lot to do) but, there are only a few willing to do the right thing..keeping politics out of their decision and putting God in it…. When you do it this way… you can never, ever go wrong.
What is your previous experience in the education field?
Though I value education, I have never worked in the education field. But I am that parent, that definitely motivates my children as it relates to education but also holds them accountable when they do not give their best.

In 2022, after the first consolidation between Williston and Blackville, I was elected on the school board and served until this year, June 30, 2024. This was the first time that I ever held or chose to run for public office but serving the public is something I have devoted my life to. Which is also why I chose to serve my country in the military and becoming a criminal justice major, working as a deputy sheriff in Orangeburg County and as an explosive and a narcotics dog handler at SRS. So being a servant is all I know how to do, because it’s all I have ever done.
What are your top priorities amidst consolidation?
The biggest issue I had amidst the consolidation is the fairness of the location of the school, because any decisions made now, without taking all our children into consideration,will affect our children for many years to come. I’m a firm believer that politics should be set aside, when you are making decisions for children. If you can’t be trusted to be fair as it relates to children then how can I trust you in other areas? Because the truth of the matter is that you have children with different upbringings and family structure and all these things matter when you are contemplating where a school should be located and every effort needs to be made to ensure that the school is in a centralized location. The decision will affect our scholars, our parents/guardians, our bus drivers and believe it or not even academics.

As we prepare for the second consolidation the best advice I can give is to learn from the example of someone who has already conquered it. Williston Elko and Blackville Hilda. That’s the TEAM concept. Each individual has a choice, you can try to accept, or you can reject, but wouldn’t it be more easier to accept when you already know that you will gain nothing and your feelings won’t change nothing. Other than this there is nothing I can tell you that hasn’t already been said. It’s what you make of it.
How do you plan to be accessible and transparent to residents?
I have always made myself available and accessible by being present. As I have said on many occasions, I never vowed to be perfect and some decisions may not be favorable, but I do promise to give to you is my absolute best. And as I stated many times. When November 6th comes, and if by chance, I am not the candidate of choice, I will still Serve my community and my school to the best of my ability. You don’t need the title of School Board representative to Serve, it just allows you the opportunity of hopefully getting to a solution quicker. I don’t have a hidden agenda, the only one I’m seeking is the one to serve our scholars, our faculty and staff. And I will remain committed to this. So I asked all the candidates that are running, don’t let the title stop you from being a part of the big picture and the many other avenues that allows you obtain the resources needed to get in “Good Trouble.”
My wife and I moved to Barnwell County thirty years ago. I started as a Police Officer in Blackville and retired as the Blackville Public Works Director. I volunteered with the Blackville Fire Department until my retirement. I continue to volunteer with the Barnwell County CERT group, the SC State Guard, and serve on the Barnwell County First Steps board. I am a member of Living Waters Fellowship.
Why did you choose to run for school board?
I can use my experiences to serve scholars, parents, employees, and the community as we transition from separate schools to a whole county school district. While we need to focus on quality education for all scholars, we need to work on the whole picture: fiscal responsibility, inclusion, and to improve the district’s state education report card.
What is your previous experience in the education field?
I served on the Barnwell County Consolidated School Board when Williston and Blackville school districts were consolidated. I had previously served on the Carver-Edisto Middle School’s School Improvement Council when my wife was the school’s STEM teacher. I assisted with and chaperoned many of her STEM related competitions.

I ran for the Consolidated school board when my appointment expired, but lost to my neighbor. I want to continue serving the Blackville area on the consolidated school board to continue addressing matters making Barnwell County Consolidated School District an enriched and unified educational environment for all scholars from preK to high school graduation.
The definition of public servant to me means serving the community at large helping support and unify the needs of the public. I have been a public servant my entire adult life. I have served citizens as a member of the US Army and continued my role as a public servant as a volunteer fire firefighter/first responder for more than 40 years. I served more than 13 years as a police officer (5 years in Blackville), My attitude of volunteering my services to my fellow citizens continued and continues in and around Blackvile.
What are your top priorities amidst consolidation?
As a member of the school board I feel we need to focus on fiscal responsibility, teacher retention, student and employees’ safety and a unified school curriculum. We can achieve these goals with input from teachers, parents, and community members and unification of board members.

We had no choice to consolidate the three school districts as it is now a SC law. I will address all concerns while maintaining a non-biased attitude toward all outcomes; working with others to continuously improve the atmosphere of the consolidated school district.

I have always been accessible and transparent in my job and volunteer work. I am available by email, phone call, or text. If I don’t immediately have the answer, I will research and return to the resident as soon as possible.
I have a distinguished record of service and leadership in my community. I served as the Secretary of the Barnwell Consolidated School Board, where I played a crucial role in supporting educational initiatives and governance. Currently, I hold the position of Secretary at the Williston Community Club, contributing to the club’s activities and community engagement.
With many years of management experience at major companies, I have developed a strong background in organizational leadership and strategic planning. My extensive experience in management has equipped me with the skills to effectively oversee operations, lead teams, and drive projects to successful completion.
Why did you choose to run for school board?
I have always been passionate about education. I believe that every child deserves access to high-quality education that not only imparts knowledge but also fosters critical thinking, creativity, and a love for learning. My goal is to ensure that our schools provide an environment where all students can thrive academically and personally. Serving on the school board will allow me to contribute more significantly to our community by helping to shape policies and decisions that affect our schools. I am particularly interested in addressing issues such as curriculum development, teacher support, and resource allocation. I believe that my background on the Barnwell Consolidated School Board equips me with the skills and perspective needed to make informed and effective decisions. As a candidate for the board member, I believe it is crucial to address the challenges and opportunities that come with this significant transition. My foremost priority is to ensure a smooth and efficient transition for everybody involved. This includes students, parents, teachers, and administrative staff. I will work diligently to communicate clearly and frequently with all parties, providing updates and addressing concerns promptly. Establishing a comprehensive transition plan that includes timelines, resources, and support systems will be essential to minimize disruptions and maintain continuity in education.
Amidst consolidation, it is vital to maintain and enhance the quality of education. I will advocate for the preservation of successful programs and initiatives while identifying opportunities for improvement. Ensuring that our curriculum remains rigorous and inclusive, and that our teachers receive the necessary support and professional development, will be key to sustaining high educational standards.
